NYC E-Scooter Share Pilot Program

This E-Scooter share pilot project will further enable NYC to achieve its Vision Zero and equity vision for New Yorkers.


In October 2020, the NYC Department of Transportation issued a Request for Expressions of Interest (RFEI) to solicit responses from the electric-powered scooter share industry to implement a demonstration project for electric-powered scooter share within the boroughs of New York City outside Manhattan and in areas underserved by the Citi Bike bike share program. NYCDOT-stated goals for this project are Mobility, Safety, Accessibility, Equitable Access, Transparency and Accountability, Fair Labor Practice, and Consumer Protection.

Role
Local Form Studio joined Karp Strategies, a NYC-based urban planning firm, as a subconsultant to provide strategic advisement to our client, Lime - a renown micromobility company that has implemented similar E-Scooter share projects around the world - to prepare a compelling response to the RFEI. Local Form Studio advised Lime on mobility strategy, RFEI response messaging, and interview strategy in the fall and winter of 2020/2021.

In April 2021, NYCDOT announced that our client, Lime, was selected to roll out NYCDOT’s pilot project in the East Bronx and will secure permits for NYC’s first ever E-Scooter share service.
